Rules for placing MSW containers

Before arranging a waste collection site, the rules for placing MSW containers should be taken into account. Regulatory acts regulate the basic sanitary and urban planning requirements. Violation of these requirements may be grounds for complaints to regulatory authorities.

It is important to consider the distance of container sites from places of mass gathering of people.

Recommended distances:

• to health care institutions – from 50 m;
• to shops and entertainment complexes – from 30 m;
• to parks, recreation areas and squares – from 50 m.

One container site serves about 4,000 m² of territory.

Containers are not allowed to be placed directly next to highways, pedestrian paths and narrow streets. Temporary installation is possible on construction sites, but not longer than 24 hours.

Sanitary regulations (SanPiN)

Untimely waste removal leads to unpleasant odors and attracts animals and insects.

Sanitary regulations 42-128-4690-88 regulate the rules for placing containers in residential areas and public places. Additionally, SanPiN 2.1.2.2645-10 applies, which determines the locations of container installations and the frequency of their cleaning.

Placement in the courtyards of high-rise buildings

Before the construction of residential buildings, a place for a container site is determined. Incorrect selection of the site can lead to unsanitary conditions or fire hazards.

Placement is agreed with the homeowners, the management company and local governments.

The minimum distance to residential buildings, sports and playgrounds is 20 m, and if impossible, a reduction to 9 m is allowed. The maximum recommended distance is up to 100 m.

No more than 5 containers can be placed on one site.

Distance to playgrounds

Container sites cannot be located next to playgrounds. The minimum distance is 20 m. If a pedestrian path passes nearby, the distance is measured from its outer edge.

Placement near public buildings

Waste containers are installed in utility or backyards, away from the main entrances. An entrance for special equipment is mandatory. In case of limited conditions, the distance can be reduced to 9 m, provided that it is inaccessible to unauthorized persons.

Private sector

According to SNiP 30-02-97, residents of the private sector can independently determine the location of the containers.

The distance should be at least 10 m from residential buildings and no more than 100 m. A fence is mandatory.

Rural areas and garden societies

In garden societies, garage cooperatives and villages, garbage dumps are arranged in designated areas, taking into account the convenience of residents.

Typical violations are placing containers too close to engineering structures or transport highways. In such cases, the distance to roads and railways should be at least 20 m.

In the case of placement near forest or nature conservation areas, coordination with the relevant environmental authorities is required.
